Revenue has invited tenders from firms of solicitors to provide legal and other services to support Revenue’s debt-enforcement activities through the courts.
says that the tax authority intends to appoint a minimum of three and a maximum of six firms, subject to the quality and number of tenders received.
The estimated total value of the contracts is €30 million and the contracts will be for six years.
The tender documents state that “a major portion” of the payment for the appointed firms will be in the form of commission expressed as a percentage of amounts collected.
Where judgment is obtained, the commission will be 4% of the first €4,000 and 2% of the balance of tax and interest collected.
For tax and interest collected as a result of enforcement of a judgment, the rate is 7%.
Firms tendering must show that they have had an average annual turnover in relation to debt recovery equal to or greater than €200,000 (excluding VAT) for each of the last three financial years.
For firms established more recently, they must show that they have reached the same level of debt-recovery turnover in each year since establishment.
The deadline for receipt of tenders is 1 October (12 noon).
